Senate Republicans Embrace Trump's Proposal to Replace Affordable Care Act

US lawmakers are meeting during the weekend for the initial time since the federal closure began over a month ago, but hopes for a bipartisan agreement on how to resolve the impasse appeared to recede as Republican senators proposed a proposal toxic to Democrats: eliminating the Affordable Care Act, known as Obamacare.

Deepening Impact of Government Shutdown

The impact on Americans from the lengthiest shutdown of the federal government in history worsened on Saturday, as government employees went without pay, airlines were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Proposal from Florida Resort

As weekend meeting got under way, Republican senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by health savings accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Support

Multiple Republican senators welcomed the plan, which is comparable with a replacement for Obamacare put forward in 2017.

"We will replace this failing program with something that is truly better for the patient," one senator said.

Another senator commended Trump's suggestion on social media, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We must stop public funds from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the health care they want."

Opposition Reaction

Democratic senators expressed concerned reactions to Trump's proposal.

"Essentially, Donald Trump's 'proposal' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been rejected by the public and Congress."

Another lawmaker responded to the censure of carriers by writing: "Well, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Seriously? In that case I welcome your support for Medicare for All."

Continuing Talks

The Senate went into recess without finding a resolution, but Senate Republican leaders have signaled an openness to an emerging plan from a small group of centrist lawmakers to end the shutdown in return for a future vote on the Obamacare payments.

One Democratic senator, who is leading the talks among moderates, said that Democrats "require another path forward" after Republicans rejected an proposal to reopen the government and continue the payments for a year.

Another leading Democratic lawmaker persisted in arguing that Republicans should agree to a one-year extension of the subsidies before discussing the long-term of the subsidies.

"Inaction is irresponsible because citizens will go bankrupt, people will become uninsured, people will get sicker," the senator said in a Senate address. "That's what will happen if this Congress does nothing."

Partisan Dynamics

None of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same carriers, or that Republican lawmakers need the support of eight Democrats to restart the government, and the idea of repealing and replacing Obamacare with savings accounts is improbable to earn a single Democratic vote.

Some analysts suggested that the core of such a plan would eliminate the ACA's mandate that carriers cover individuals with pre-existing conditions.

After his resort visit, Trump returned to his residence and reiterated on his demand that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a iteration of the plan that was unsuccessful to garner enough backing in 2017.
